Kant and the Critique of Revolution
Kant’s uncompromising and unconditional restriction on the right to revolution and resistance has been the subject of intense academic interest to the present day. The main reason why his followers in his own time, and especially his commentators in the 20th century have reflected so intensely on Kant’s absolute prohibition of revolution and the requirement of absolute obedience is that Kant was at the same time committed to the French Revolution and its ideals, and in some of his writings he spoke favourably of the transformative effects of revolutions. The fact that these two almost completely dissimilar ideas were expressed by the same thinker has strengthened the idea that there is an uncertainty to be solved here and has left us with a very abundant and difficult literature. Again with the same interest, but this time with the obligation of understanding and regarding the interest of this abundant literature, this article aims to open this apparently ambivalent attitude in Kant to discussion. Firstly, we will classify the interpretations reflected in the literature, and then arguing that Kant has three different remarks of revolution in terms of history, law and aesthetics rather than one single reading of revolution, we will review these three remarks separately. In this study, which claims that the difficulty here stems from the fact that these interpretations cannot be reduced to each other and do not cancel each other out, we argue that there is no contradiction or inconsistency in Kant’s discussion on revolution, and we try to emphasize the importance of understanding Kant’s multifaceted narrative of revolution.

2024 Local Elections in terms of Fair Representation, Governability and Political Legitimacy
Electoral systems are designed with a focused understanding of performing functions that may contradict each other. Within this framework, they are expected to ensure fairness in representation, mediate stability in administration, and prepare the ground for increasing support behind the elected officials. There are many studies in the literature on the subject of local elections in Türkiye. These studies usually focus on political communication strategies in the propaganda process or the messages conveyed in the election results in terms of national politics. In contrast, this study examines local elections in the context of justice in representation, administrative stability, and the provision of qualified majority support. Thus, the dimensions of fair representation, governability, and political legitimacy of local governments in Türkiye are discussed using quantitative data related to municipal council, provincial general assembly, mayoral, and metropolitan mayoral elections as part of the 2024 local elections. In summary, the study concludes that the practice of electoral threshold and quota candidates has a negative impact on both fair representation in decision-making bodies, and governability in municipalities where different political parties win mayoral and municipal council elections. Moreover, it is noteworthy that the dissolution of electoral alliances has led to a decline in the level of political legitimacy in mayorships.

Tracing European Influence in 19th Century Ottoman Administrative Thought: A Study on Administrative Texts
This article traces the development of modern administration literature in Turkey to the late 18th and 19th century Ottoman Empire, highlighting the influence of Western sources. Despite the impression that Turkey's development was uncritical and purely transmissive, efforts were made to adapt Western examples to Turkey's specific circumstances amidst political, economic, and administrative challenges. The article examines how Ottoman administrative texts written by ambassadors, translators, scholars, and bureaucrats interacted with Western administrative theories. These texts are analyzed in three parts: sefaretname and layihas, translations, and copyrighted books. The analysis covers the subjects, countries, and works cited in these texts, showing that the transmission of knowledge was assimilated and synthesized with institutionalization by the end of the century. While Western sources influenced Ottoman texts, this process involved adapting ideas to solve specific Ottoman administrative problems.

Artificial Intelligence and Cultural Production in Public Policies: Discussion of Examples from International Public Policies
The creative economy is defined as a new economic activity area subject to global competition. However, the relationship between artificial intelligence (AI) and cultural production, as a relatively new technology, has been underrepresented in Western literature and policies. This study discusses the context of AI and Generative Artificial Intelligence (GAI) policies in relation to their cultural and societal implications. Departing from previous studies suggesting that algorithms managed by platforms inadequately encompass cultural authenticity, AI is here considered as a domain containing cultural risks. This study aims to reveal the disadvantages of the Global South by discussing the concerns of exclusion and bias of AI through the public policy texts of developed countries and to contribute to the public policy development process of Turkey in relation to the field of culture. To this end, policy texts on AI and GAI from the eight OECD countries investing the most in AI, the European Union, Japan and Saudi Arabia have been analyzed. Through policy framing analysis, the roles of cultural institutions in policy-making, the framing of bias and cultural diversity themes in the texts, and how policy interventions in the AI field are framed have been examined. In light of the findings that AI is implicitly positioned as a new area of colonialism in developed countries policy documents, a perspective sensitive to cultural policies is proposed for Turkey to produce an inclusive AI policy based on her public administration tradition and technology infrastructure investments.

Investigating the External Impacts on Public Affairs Education in Türkiye: Getting a Ph.D. Degree Abroad
Examining the developmental rotation of public affairs education in Türkiye cannot be adequately undertaken solely through a single policy lens within the framework of national higher education and administrative reform policies. Instead, a more nuanced approach entails delving into the discipline's specific structural and contextual evolution through external impacts. This study focuses on a special type of external impact: faculty members receiving their Ph.D. degrees abroad. The purpose of the study is to investigate the impact of obtaining a Ph.D. degree abroad on public affairs education in Türkiye and to reveal the enablers and barriers of this process by focusing on the experiences of those faculty members. Through the interviews conducted with 24 faculty members who received their Ph.D. degrees abroad and came back home, the findings suggest that such an external impact has the potential to be as effective as any other higher education policy. Participatory Democracy in the Digital Age: Thematic Content Analysis of CIMER Applications as a Public Opinion Communication Platform
Governmental public relations are a fundamental requirement for institutions to communicate transparently and openly with the public. As a public communication platform, CIMER enhances transparency and accountability in public administration by
providing c itizens with direct access to authorities regarding public services. In a digital age where the importance of communication becomes more prominent, CIMER acts as a bridge between the state and citizens and strengthens participatory democracy. In this study , the statistics of applications made to CIMER between 2018 and 2023 were analysed . Afterwards , intensive applications made to CIMER on prominent issues in Turkiye's 2023 agenda were subjected to content analysis. The study aims to reveal citizens' “ acknow ledgement , access to information, opinion/suggestion, request and complaints” regarding public services, enabling public institutions to better understand citizens' needs and provide improved services. Thematic content analysis revealed that CIMER applicat ions are primarily demand oriented, with most complaints also incorporating requests. The lower frequency of other application types (opinions/suggestions, access to information, and acknowledgement ) suggests that CIMER's full potential remains untapped by citizens. In this context, awareness raising activities to reach wider segments of society about the versatile usage possibilities of CIMER and the different services it offers will further increase the functionality of the platform.

Gendered Distribution of Parliamentary Commission Positions in Türkiye, 2002-2024
Türkiye is among the first countries where women gained the right to vote and stand for election earlier than many Western countries. Furthermore, the number of female parliamentarians has been increasing since the 2000s. This article examines whether this increase in female parliamentarians truly represents an empowerment of women in politics. In addition to a qualitative analysis from a power, perspective of parliamentary commissions in which women hold administrative positions, the article primarily relies on statistical analysis of parliamentary roles held by women.
