Is Silence Always Golden? Evaluating the Concept of Strategic Silence through the Uncertain Reputation of Public Institutions
The research on the formation, development, and management of corporate reputation is increasingly growing and diversifying. These studies emphasize that corporate reputation is associated with important managerial arguments such as satisfaction levels, financial performance, citizen/customer loyalty, employee engagement, and competitive advantage. However, studies linking this process with strategic silence are quite limited. Strategic silence is the deliberate avoidance of making statements by corporate entities on a particular issue/situation. In this context, this study examines and evaluates the relationship between strategic silence and corporate reputation through the lens of the uncertain reputation of public institutions. The term ‘uncertain’ highlighted here refers to the exclusion of public institutions from reputation measurement research. In this study, we seek to answer the question, ‘Is silence always golden?’ by investigating the impact of strategic silence on the reputation of public institutions. This research is descriptive in terms of its type and based on literature review as a research method. The main thesis of this study is that public institutions that use strategic silence as a tool to eliminate scandals, crises or inadequacies will suffer a loss of reputation. In this context, in the study, the relationship between strategic silence and the reputation of public institutions was evaluated through case studies/case studies in the literature.

Kapitalist Çeşitlilik Yaklaşımlarında Devlet-Sermaye İlişkileri: Teorik Bir Karşılaştırma
Yerel, bölgesel ve ulusal düzeyde birikim sürecinin özgünlüklerini anlamak kapitalist çeşitlilik tartışmalarının bir parçasıdır. Kapitalist çeşitlilik tartışmaları, ekonomilerdeki farklı devlet müdahalelerine, kurumsal yeniden yapılanmaya, sınıf ilişkilerinin özelliklerine ve bu gibi diğer faktörlere odaklanarak farklı birikim modellerini incelemektedir. Bu çalışma devlet-sermaye ilişkilerini analitik bir nokta olarak alarak, karşılaştırmalı politik ekonomi yaklaşımlarını (VoC, post-VoC, variegated capitalism approach) teorik farklılıkları açısından değerlendirmektedir. Bu açıdan Kapitalist Çeşitlilik Yaklaşımının (VoC) teorik eksikliklerini ve alacalı kapitalizm yaklaşımının (variegated capitalism approach) kapitalizmdeki farklılaşmayı anlamak açısından olanaklarını sunmayı amaçlamaktadır. Çalışma, VoC yaklaşımının kısıtlarının yalnızca devlet ve sermaye arasındaki ilişkilere ve kurumsal farklılıklara odaklanarak kapitalist özgünlüğü açıklamasından kaynaklandığını ileri sürerek, bu kısıtların ancak alacalı kapitalizm yaklaşımının detaylı biçimde incelediği devlet müdahalelerinin içerdiği çelişkiler, kurumsal güç ilişkileri, dünya piyasasındaki çelişkiler ve birikim sürecindeki istikrarsızlıkların karşılaştırmalı kapitalizm çalışmalarına dahil edilmesiyle aşılacağını öne sürmektedir.

Right of Blood/Jus Sanguinis and Right of Soil/ Jus Soli: The Founding Principles of Citizenship in Turkey from Empire to Republic
The relationship of nationality followed different paths according to the countries' own historical-social realities. These conditions built a ‘jus sanguinis/race-based’ citizenship in the case of Germany and a ‘jus soli/land based’ citizenship in the case of France. In the case of the Turkey, the nationality relationship between the state and society developed from nationality to citizenship under the determination of their own historical-social realities. The 1869 Tabiiyet-i Osmanlı Kanunnamesi/Nationality of the Ottoman Code set out the conditions for the acquisition and loss of Ottoman nationality but did not include provisions on the rights and obligations of citizenship. In the 1876 Constitution, despite some restrictive principles, a definition of citizenship based on the individual, equality and inclusive of all subjects, without discrimination based on origin/identity. The 1909 Amendments attempted to overcome the restrictive provisions of 1876. Congress documents of the 1919-1922 period emphasized the traditional concepts of Ottomanism and Islam, while a new language and legitimacy emerged with expressions such as "will of the nation". The 1921 Constitution tends to define the whole society politically and geographically, on a "territorial basis”. The 1924 Constitution associated citizenship with land ties in addition to identity belonging. The 1928 Turkish Citizenship Law defined primary and acquired citizenship based on "blood basis" in some articles, but on the basis of "land basis" in others. Citizenship is linked to both principles. In our analysis, the domestic legal texts of the state that evolved from the Empire to the Republic will constitute our database. Our conclusion is that in this process, citizenship is linked to both principles.

Administration, Public Administration, Administration Culture
Public administration education, whose foundations can be traced back to the madrasahs of the traditional Islamic School in Turkey, has been under different influences and shapes in different periods. Public administration and its education, shaped by the influence of Administrative Law rules until the beginning of the 19th century and by Business Economics until the 1950s, was shaped under the title of "Political Science and Public Administration" under the influence of the United States after the 1960s. Since the 1980s, public administration has developed under the influence of the New Public Management (Governance) approach. The point we have reached shows that forming a healthy public administration system requires validating the principles of respect for democracy, human rights, and the rule of law. Policies must be created within the framework of these rules to overcome all kinds of administration problems. The study aims to evaluate the current state of public administration through the development of administration, public administration, and administration culture in Turkey.

Individual Rights versus Collective Rights: A Debate on the Liberal Paradox of Multiculturalism
The concept of multiculturalism basically refers to a set of political, legal, and daily life propositions that are deemed essential for the peaceful coexistence of societies and to ensure the preservation of minority cultures without subjecting their members to assimilation or oppression in divided societies by cultural, religious, and lifestyle diversity. Pluralist multiculturalism, on the other hand, forms its policy recommendations concerning these issues within the framework of liberal states and the fundamental principles of classical liberalism. Thus, it underscores the importance of acknowledging these diverse cultures through means such as tolerance, respect, and equal treatment to safeguard individual rights and freedoms and embraces methodological individualism as its guiding approach to emphasize the legitimacy of minorities' claims to rights. However, when minority cultures are shown tolerance or respect or are treated equally with majority cultures in liberal states, the question arises of how these minority cultures should be treated against their internal restrictions and practices that are incompatible with liberalism and can sometimes be seen as violations of human rights and freedoms. The pluralist multiculturalist stance suggests that direct intervention in minority groups whose cultural rights are recognized should be avoided while advocating instead for indirect reconciliation methods such as non-coercive negotiations, temporary agreements, and exceptions to help liberalize. However, at this point, the dilemma of this position emerges; the non-intervention principle of plural multiculturalism, when applied, becomes unable to serve the safeguarding of individual rights and freedoms, which is another liberal principle.

Nudge and Other Policy Tools in the Behavioral Policy Cube: Concepts and Cases
Nudge, which offers an alternative to traditional policy instruments in the public policy making process, has recently gained a prominent place both in the public policy literature and in practice. However, the criticisms of nudge and all the analyses in the field of public policy show that the search for the policy instrument with the highest capacity to produce results is far from over. In this search; In the English literature, there is an effort to offer new behavioral tools other than nudge, recognizing the potential value of insights from psychology and behavioral economics regarding individuals' decision-making processes. While in Türkiye there are many public policies implemented based on behavioral insights; In Turkish literature, it has been observed that behavioral policy tools are discussed mostly through nudge. Accordingly, the aim of this study is to provide a policy toolkit for public policy theorists and practitioners in Türkiye for new behavioral policy instruments that are discussed beyond nudging. In line with this purpose, in the study; “boost, think, shove, budge and nudge+ (nudge plus)” tools, which are evaluated through the behavioral policy cube in the English literature, were examined comparatively with nudge. In the last section of the study, the examples of behavioral public policies implemented in Türkiye are placed within the framework of the toolkit presented. Thus, it is envisaged that the study will make a modest contribution to the institutionalization of behavioral public policy tools in the Turkish literature and to inclusion in the English discussions on relevant policy tools.
