The Evolution of the State in Turkey in the Context of the Republican Tradition
This study aims to analyze the historical evolution of the state in Turkey within the framework of the republican tradition. Republicanism is not merely a form of government, but a foundational ideological framework that shapes political legitimacy, the conception of citizenship, and the relationship between the state and society. In the context of Turkey, republicanism has functioned not only as a political choice but also as a project of societal transformation, especially during the modernization process. The existing literature on Turkish republicanism largely focuses on constitutional debates or institutional reforms, often overlooking the ideological construction of the state, the formation of civic identity, and the mechanisms of political legitimacy. Addressing this gap, the study explores the conceptual evolution of republican theory and investigates how these frameworks have been internalized and operationalized in the Turkish context. Accordingly, the evolution of the state is examined not only through structural transformations but also through ideological and cultural dimensions. The article argues that republicanism in Turkey has evolved beyond a normative regime principle into an ideological formation that has been continually reconstructed through moments of continuity and rupture. In doing so, this study provides an original theoretical and analytical contribution to the literature on republicanism and state theory in Turkey.

Kafkaesque Governance and Silent Crisis: The Digital Capture of the Public Space
This theoretical article focuses on a theoretical discussion of democratic participation practices in terms of actors in the supply and demand side of local politics through the metaphors in Kafka's Investigations of a Dog. This discussion tries to explain the silent crisis of governance and the importance of scientific knowledge with normative approach by addressing the extent to which equal and fair access to public goods and services is possible in the digitalization of democracy and the concept of digitized citizen in a Kafkaesque context.

How Many Times Was the 1924 Constitution Amended? A Study on the Problem of Amending the Constitution Through Legislative Interpretation
This article explains how Parliament's interpretive power led to constitutional amendments. One of the unique aspects of the 1924 Constitution is that it granted Parliament the authority to interpret laws. The Grand National Assembly of Turkey (TBMM) exercised this authority until 1960 and sometimes used it to interpret the constitution. However, the issue of interpreting the constitution through parliamentary interpretation has not received much attention in Turkish legal literature until now. However, a close examination of Parliamentary interpretation No. 111 of 1927 reveals that a constitutional amendment was actually made under the guise of interpretation. This parliamentary interpretation interpreted Article 23 of the 1924 Constitution and expanded the meaning of the provision, effectively adding a new paragraph to it. The article examines the emergence and consequences of this parliamentary interpretation using legal archaeology. Essentially, the research conducted through Parliamentary minutes reaches a conclusion that has never been considered before. By tracing historical details rarely explored in official literature, the article argues that, contrary to popular belief, the 1924 Constitution was amended not five but six times. Thus, the article sheds light on our constitutional history by revealing the legal consequences of the 1927 parliamentary interpretation a century later.

The Philosopher and the Porter: Education as a Question of Public Order in Adam Smith
Adam Smith’s views on education in The Wealth of Nations have been the subject of sustained scholarly interpretation since the 1960s. Much of this literature has drawn on a nineteenth-century construction of Smith as a conservative proponent of market order. Within this framework, his arguments have been mobilized to legitimize an individualistic and market-oriented philosophy of education grounded in human capital theory. Since the 1970s, however, the publication of Smith’s collected works in a critical and comprehensive edition has enabled a systematic reassessment of his intellectual legacy, leading to his reappraisal as a critical Enlightenment thinker and to studies emphasizing the conceptual depth and critical scope of his educational reflections. This article reassesses education-centered debates in the Smith literature by situating them within the historical and intellectual context of their emergence. It argues that Smith treated education as an integral component of a coherent and comprehensive intellectual project. Accordingly, the analysis extends beyond his well-known views on the education of the laboring masses to include his positions on higher education and religious instruction, assessed in terms of the internal coherence of his thought. The article demonstrates that Smith’s reflections on education, rooted in the core principles of the Enlightenment, are aimed at mediating the fundamental contradictions of capitalist society through the pursuit of a stable and harmonious public order.

Söylem ile Eylem Arasındaki Çelişki Düzleminde: Neoliberalizm, Asgari Devlet İllüzyonu ve Turgut Özal Dönemi Türkiye’sinde Devlet Aklının Stratejik İşleyişi
Turgut Özal played a central role in the neoliberal transformation of Turkey, first as a technocrat and later as a statesman. The January 24, 1980 economic measures—consolidated under the post-coup regime—marked a critical turning point, discursively framed as a shift toward a “minimal state.” However, this paper argues that the Özal era was not defined by state retrenchment, but by its strategic reconfiguration. Rather than withdrawing, the state actively recalibrated its functions to facilitate marketization, capital accumulation, and financial liberalization, while marginalizing its social and redistributive roles. This study challenges the minimalist narrative by conceptualizing the Özal period as a phase of neoliberal state-building—wherein political authority was restructured in service of market imperatives. Drawing on critical state theory and political economy, it contends that the notion of a minimal state functioned more as an ideological construct than a material reality. The findings reveal that neoliberal governance in Turkey did not diminish the state, but rechanneled its capacities to secure a new mode of capitalist regulation.
