Citizen participation in public administration, as a requirement of a democratic administration, is important for both administrators and citizens in the improvement and development of public services and in making the right decisions. The rapid developments in Information and Communication Technologies (ICT) and the widespread use of these technologies by both citizens and public administration have fed the concept of citizen participation and high-level, citizen authorized participation mechanisms have been included in the system. The ICT-enabled coproduction participation model can help solve problems quickly and support an effective disaster management process by providing online communication with citizens in sudden situations such as disasters. The aim of this study is to evaluate e-participation and ICT-enabled coproduction initiatives on the basis of the '2023 Kahramanmaraş Centered Earthquakes' case. For this purpose, ICT-enabled co-production initiatives in disaster management, communication models, and the role of social media in this process were examined, the effectiveness of the co-production-electronic citizen participation process was evaluated and the role of public administration in ICT-enabled co-production initiatives was discussed

Soldier as an Example of a Special Law Enforcement Force: Forest Protection General Command (1937- 1945)
In the modern world, in the process of evaluating the forest assets of the countries as national wealth and using them in this respect, it has become necessary to systematize the forest administration within the framework of legal legislation and to carry out forestry activities with an institutional structure. Forestry activities in Turkey seem to have increased with the institutionalization efforts that became evident during the Tanzimat period. Forestry includes a range of activities such as the enrichment of forests, the regulation of the relationship of the forest-dependent population with the forest in its legal and human dimensions, biological and ecological protection, as well as protection from human and natural hazards. One of these activities overlaps with law enforcement services under the name of forest protection. The execution of other parts of forestry activities is first and foremost about ensuring public order and preventing and eliminating problems that may arise concerning security, which are expected from law enforcement agencies. It is naturally an administrative activity in the public interest. It has been determined that in the processes preceding the professionalization of the Forest Protection Officer, which has the status of special law enforcement today, institutional structures specific to forestry, which require special law enforcement qualifications, emerged from the gendarmerie and army as general law enforcement in the protection duty. One of these institutional structures is a military unit established as the Forest Protection General Command. This article aims to analyse the military protection organization operating under the Ministry of Agriculture between 1937 and 1945 in terms of its establishment, organization, function and abolition processes in terms of civil-military relations, public order and security, law enforcement experience with military status and law enforcement history, and contribute to these areas.

A Theoretical and Socio-Political Analysis of Vaccine Refusal and Its Implications in Turkey during the Covid-19 Pandemic: The Rejection of Science, Medicalization and the Conspiratorial-Populistic Discourses
The Covid-19 pandemic has revealed that the ever-increasing 'vaccine refusal’ can no longer be avoided with simple public health measures. The 'vaccine refusal', which generally manifests itself as a distrust of 'scientific-medical authorities', actually seems to be related to a much broader epistemological crisis. This study aims at examining the 'vaccine refusal' from particularly philosophical and socio-political perspectives. In recent years, the rising ‘postmodern’ antiscientific approaches tended to deconstruct the positivistic approaches developed during the Enlightenment and the subsequent scientific revolution. The phenomenon of globalization and the ensuing populist tendencies that feed these antiscientific discourses are often combined with the ‘politics of the body’ or ‘biopolitics’, especially in the rise in western Europe. These developments pave the way for the irrational and sceptical approach of individuals from all walks of life towards scientific and public authorities. On the other hand, the neoliberal developments in the field of ‘industrial medicine’ combined with the epistemological crisis summarized above, damage the relationship of trust between the patient and the physician. It is also noticeable that vaccine refusal can also be articulated within nationalist-populist discourses, especially in Turkey. In this context, the 'conspiratorial' anti-vaccine discourses within current politics are also worth examining.

Budget literacy: an analysis of knowledge levels of city councilors relating to budgeting in Türkiye
For effective budget management in municipalities, city councilors should actively participate in the planning and budgeting processes, and budget makers should possess comprehensive budget literacy that encompasses its essential elements. The purpose of this study is firstly to determine the budget literacy levels of the city councilors, who play an active role in the budgeting process in municipalities and hold significant decision-making responsibilities. It also aims to propose explicit and practical suggestions to contribute to increasing budget literacy levels. Within the scope of the study, a face-to-face survey was conducted with a total of 138 city councilors working in Çanakkale Municipality, Bursa Metropolitan Municipality and Balıkesir Metropolitan Municipality. After conducting the survey, semi-structured interviews were conducted with a total of 20 city councilors. Among them, 7 councilors were from Çanakkale Municipality, 6 were from Balıkesir Metropolitan Municipality, and the remaining 7 were from Bursa Metropolitan Municipality. The most important finding obtained in the study indicates that there is a significant relationship between the knowledge levels of the councilors relating to budgeting and their level of participation in the budget negotiations. Higher budget literacy levels of city councilors lead to more active participation in budget negotiations. Therefore, it can be argued that a more effective and participatory budgeting process can be realized by increasing the budget literacy of city councilors.
