Seeing Like a State: How Will the State See in the Age of Big Data?

The era of Big Data has significantly transformed the state structure and its mechanisms, particularly in relation to how power is exercised and how social governance is approached. While James C. Scott's analysis in the late 20th century critiqued the high modernist state for simplifying and standardizing systems for manageability and predictability, today's dataist state operates with a radically different paradigm. This transformation is deeply influenced by the rise of distributed data systems that aim to understand the society, individuals, and reality through continuous streams of data. This paper examines the ways in which these data flows reshape the state's vision of governance, focusing on three primary behaviors: simplification, standardization, and homogenization in the context of the dataist state's management of data. Furthermore, it delves into the shift from traditional state control to a system of automated governance where algorithms and machine learning play key roles in decision-making processes. Special attention is given to the concept of "metis"—a form of knowledge deeply rooted in experience and tacit understanding—highlighting the limitations and exclusions that arise in the data-driven governance model. The paper also explores the ethical and social implications of the growing dependence on automated systems, such as the risks of reinforcing biases and exclusions through data processing, ultimately questioning the capacity of dataist states to capture the complexities of human existence. Through these inquiries, the paper presents a critical perspective on the evolving role of the state in an increasingly digital world.

A Study on the Activities of the Presidential Policy Boards as a Partially Autonomous Structure

One of the important formations integrated into the Turkish public administration structure with the Presidential Government System (CHS) is the policy boards. Although the policy boards established within the presidential organisation and operating under the responsibility of the President have been assigned tasks such as developing policy proposals, presenting opinions and reports to relevant public institutions, organising extended board meetings and conducting demand-need-impact analyses as outlined in the Presidential Decree, it is evident that their activities go beyond these tasks. This is reflected in the report entitled 'Presidential Policy Boards: Activities and Objectives' published in 2023. The boards develop policy through the economic consultation method, bringing together large numbers of participants from bureaucracy, the private sector, non-governmental organizations, and international actors. Although they have undertaken significant responsibilities, such as determining policy proposals and presenting opinions and reports to public institutions, these boards are established by Presidential Decree and can be abolished, altered, or otherwise modified at any time. The existence of such risks introduces uncertainty regarding their future. In this context, it is believed that they have or will have a flexible institutional structure as 'partially autonomous' entities in their current form. However, new legal regulations are necessary, as they undertake various activities that are not addressed by existing legislation. An analysis of the activities of policy boards reveals that key areas such as cooperation, policy proposal development, consultation, monitoring and research, scientific, artistic, and cultural activities, institutional structure and capacity development, human resources, legal infrastructure, and economic aspects are most prominent

A Modern Adaptation of Socrates: Michael J. Sandel

Since the 1970s, political philosophy has become a discipline that encompasses phenomena in all areas of life. However, due to the highly fictional nature of the methods used in theoretical studies in this discipline, the relationship with social practice has been limited. This situation has resulted in the indirect and very slow impact of political philosophy as a discipline on social practice. In order for political philosophy to establish a closer relationship with social practice, there is a need for the widespread adoption of the Socratic method. The aim of this study is to focus on Michael J. Sandel's method, which is informed by social practice and brings a new perspective to political philosophy through the effective application of the Socratic method. First, the study outlines the mainfeatures of the Socratic method. Second, it explains the Socratic nature of the method used by Sandel. Then, it reveals the Socratic dimension of the thinker's understanding of telos. Finally, it analyzes the function of the Socratic method in the philosopher's understanding of the relationship between telos and society. This study claims that Sandel is the modern Socrates.

The End of the German Management Science Tradition: The Dominance of Postwar US Public Administration Thought

German administrative science can play a crucial role in creating a state that provides both materialistic and spiritual conditions for human self-realisation. However, it is important to note that this field has become less visible. The purpose of this study is to demonstrate the circumstances under which the German administrative tradition has been abandoned, and this abandonment is not due to ontological-epistemological reasons, but to US-induced ideological ones. The study will examine the historical development of the German tradition of administrative science and its transformation under the US influence. The science of public administration should reveal how the state will be administered as a whole, which practices are related to people's lives in the state, and how they are implemented. When discussing neoliberal policies and the rediscovery of the state, it is apparent that the understanding of public administration in the US, with its managerialist approach, is insufficient in addressing these issues. Therefore, a new administrative understanding is needed, which can be derived from the German tradition of administrative science and its enormous accumulation. The study aims to contribute to the efforts for a new administrative approach by explaining the historical background and revealing the loss of the German administrative tradition, its transformation under US influence and the establishment of US-style administrative science.

Granting the Right to Dispose of Real Estate to Foreigners in the Ottoman Empire: A New Interpretation of the 1867 Regulation

Historians often argue that the granting of property ownership rights to foreigners within the Ottoman Empire in 1867 was a concession made in response to European pressure. This article challenges this prevailing belief. Undeniably, European states persisted in this issue for decades. However, as the article will attempt to demonstrate, the Ottoman government maintained a resolute stance in opposition to the demands of European states. The primary reason behind this stubbornness was the European demands for property ownership rights for foreigners within the existing capitulations. Tanzimatist bureaucrats, though not ideologically opposed to granting property rights to foreigners and acknowledging its economic benefits, remained determined in their refusal to implement it within the framework of the capitulations. Their consistent response to European pressure affirms that foreigners could obtain property in compliance with Ottoman law and upon tax payment. By 1867, the long-standing standoff over property rights for foreigners, which had persisted since the beginning of the Tanzimat era, had finally been resolved through compromise rather than one side yielding to the other. Contrary to the common assumption, this essay will endeavor to demonstrate that power inequality between states does not necessarily manifest itself in the form of a simple pressure-compliance dichotomy.

Administrative Elements in Combating Tax Crimes: Regulations Relating to Administration within the Framework of the OECD's Ten Global Principles

Ten global principles have been published by OECD within the framework of fighting tax crimes. It is expected and aimed that OECD countries will make regulations to fight tax crimes within the scope of these principles. There is no data or information about Türkiye in OECD reports, so this issue constitutes the unique aspect of the study as it covers an in-depth research for Türkiye. In this study, it is aimed to examine and evaluate the global principles regarding the administration for fighting tax crimes for Türkiye. In this context, the second, third, fourth, fifth and sixth global principles are selected and examined for Türkiye. By combining the information collected through face-to-face interviews with tax inspectors, MASAK experts, administrative judges and the authors' research, global principles regarding the administration are evaluated and the policies and strategies followed by the administration in the fight against tax crimes are tried to be revealed..
