Individual Public Policy Capacity in Turkey: The Case of Territorial Administrators

Policy capacity has been one of the most important issues in the literature of public administration and public policy. Here, policy capacity has been analyzed at the systemic, organizational, and individual levels. At the individual level, policy capacity relies on the knowledge and skill sets of decision-makers, and consequently, on their acquisition of formal and informal education and training. In this context, the fundamental way to enhance public policy capacity is through increasing the knowledge and skills of public administrators responsible for solving problems. This article relies on original data obtained through the research project conducted with the permission of the Ministry of Interior. The project aims to identify and measure the individual level policy capacity of territorial administrators. The project relies on an online survey of capacity-related skills and competences of territorial administration officials. 28.94% of territorial administrators responded to the survey between April 20, 2022, and May 5, 2022. In addition to the survey, in-depth semi-structured interviews were conducted with twenty-nine territorial administration officials. The article introduces and discusses the findings of the survey and interview instruments. It concludes by proposing a typology of territorial administrators.
