Policy capacity has been one of the most important issues in the literature of public administration and public policy. Here, policy capacity has been analyzed at the systemic, organizational, and individual levels. At the individual level, policy capacity relies on the knowledge and skill sets of decision-makers, and consequently, on their acquisition of formal and informal education and training. In this context, the fundamental way to enhance public policy capacity is through increasing the knowledge and skills of public administrators responsible for solving problems. This article relies on original data obtained through the research project conducted with the permission of the Ministry of Interior. The project aims to identify and measure the individual level policy capacity of territorial administrators. The project relies on an online survey of capacity-related skills and competences of territorial administration officials. 28.94% of territorial administrators responded to the survey between April 20, 2022, and May 5, 2022. In addition to the survey, in-depth semi-structured interviews were conducted with twenty-nine territorial administration officials. The article introduces and discusses the findings of the survey and interview instruments. It concludes by proposing a typology of territorial administrators.

Administrative Reform and Foreign Technical Assistance in Turkiye: An Analysis of the Turkish-German Technical Cooperation Agreement during the First Five-Year Development Plan Period

As international cooperation efforts to build a new world order developed after World War II, administrative reform programs for the modernization of underdeveloped countries gained great importance. Accordingly, the United Nations established the Regular Technical Cooperation Program in 1946 to respond to the urgent technical assistance needs of developing countries. Although Turkey started to benefit from the Technical Assistance to Underdeveloped Countries Program with the establishment of TODAIE in 1952, the scope of technical assistance expanded with the establishment of SPO and the First Five-Year Development Plan. Turkey needed foreign technical assistance due to the lack of technology and trained personnel in areas such as expertconsultant support in administrative reforms, personnel training and equipment. In this framework, the Turkish-German Technical Cooperation Agreement was signed between the Republic of Turkey and the Federal Republic of Germany on September 15, 1964. From the end of 1964 to the end of 1970, Turkey provided the technical assistance and technical experts it requested from Germany with reference to the Turkish-German Technical Cooperation Agreement. In this study, the technical assistance needed for the development and modernization efforts in the field of public administration within the scope of the First Five-Year Development Plan is examined based on the diplomatic documents of the Ministry of Foreign Affairs in the Republican Archives of the Presidency of the Republic of Turkey State Archives Directorate. The thesis of the article is that administrative reform is a policy transfer.

Public Employees’ Career Considerations and the Glass Ceiling Perception

The aim of this study is to examine the career considerations of women employees in the ministry responsible for youth and sports through the concept of the glass ceiling. In this study, a descriptive survey model was used. The working group of the study consists of 453 volunteers who from among the 2,812 employees of the Central Organization of the Ministry of Youth and Sports, which plays the most important role in defining the relationship between sports and gender. The 6-dimensional Glass Ceiling Barriers Scale (GCBS) developed by Yavuzer and Özkan (2020) with a total of 30 items (Multiple Roles, Personal Preferences, Informal Communication, Professional Discrimination, Mentoring and Stereotyped Prejudices) was used as a data collection tool for the research. The results showed that the scale was valid and reliable. The study concludes that the variables of marital status, having children, and working hours do not create an artificial obstacle that prevents women from reaching upper management levels. But at the same time, it was revealed that artificial barriers such as professional discrimination, non-participation in informal communication networks, gender-related stereotypes and lack of mentors did prevent women from taking part in upper management levels.

Russian Traces in the Republic Period Music Revolution: Visits To Turkey By Soviet Artists

In the construction of the nation-state in Turkey, administrative/bureaucratic cadres have been decisive in the creation of music culture, as in many other fields. With the moves of modernization and Westernization carried out from the center to the periphery, it was requested that the music be processed with Western techniques and integrated with the public by removing it from a structure that serves high culture. One of the goals of the Republican era was to create a national music based on Anatolia’s own resources (folk songs and melodies), which was constructed with the polyphonic infrastructure of the West. In order to realize the planned innovations in the field of music, as in many other fields, new educational institutions were opened, students were sent abroad and foreign experts were invited to the country. The place of Soviet Russia among the countries that sent foreign experts and artists to Turkey has a special importance. Soviet Russia, one of the leading countries in music reform, sent a delegation of eleven artists to Turkey in 1935. Dimitri Shostakovich, considered one of the most important ballet, theater and opera artists of Soviet Russia and one of the greatest composers of the twentieth century, also took part in the delegation. Soviet artists gave twenty-three concerts in Ankara, Izmir and Istanbul. This visit of the artists has found a special place in the Turkish and Russian media, with photographs that sometimes reach the full page, articles introducing the artists and concert programs. In this study, it is aimed to evaluate the policies towards music reform in the center of artists’ visits to Turkey.

A Research on The Experiences of Disaster Volunteers on 2023 Kahramanmaras Earthquakes

In Turkiye, where devastating earthquakes are frequent, society's awareness of disaster volunteering and its propensity to contribute has increased significantly over the past 20 years. This research examines the experiences of citizen volunteers, who went to the region in the first days of the Kahramanmaras earthquakes of February 6 2023, which affected 11 provinces and claimed more than 50.000 lives. The research aims to identify areas for improvement to maximise the benefits of volunteers in disaster management planning, based on their experiences. The results of the research show that in order to increase the benefits of volunteers, there is a need for a more flexible structure that is more open to civil participation and for more comprehensive disaster response planning in terms of volunteer coordination.

Local Crime Prevention Boards in the Context of Strategic Network Governance and Signal Crimes Approach: Comparative Analysis with Examples from World

A paradigm shift has occurred in fight against crime thanks to the simultaneous application ofthe ‘network governance’ model of strategic management, which envisages the networking of stakeholders for collaboration; and the ‘proactive policing approach’ of security sciences, which is based on prevention before crime occurs. Over time, multilayered and multi-actor innovative practices based on the initiation of the fight against crime before it occurs and the implementation of strategic planning with the participation of civil society and different fields of expertise have spread in many countries under the name of Local Crime Prevention Boards or Partnerships. In this study, in the context of Signal Crimes Approach, Local Crime Prevention Boards in the United Kingdom, Belgium and France, which are leading in proactive crime prevention with network governance and are among the countries that adopt a human-centered security approach, were analyzed comparatively in the administrative context. At this point, the standards and principles to which the EU member states refer in the fight against crime are also mentioned. Another aspect that makes the study unique is that, it is the first academic study in Türkiye that presents the multi-disciplinary scientific basis in the context of Signal Crimes Approach and community safety perspective by analyzing the best practices of three selected countries in order to contribute to the ongoing studies on the development of legislative framework on the establishment of Local Crime Prevention Boards in Türkiye.

The Necessity of Determining Constitutional Status of the Independent Administrative Authorities: Theoretical and Practical Reasons

Independent administrative authorities, which were described until the 1990s as a subject that attracted the attention of university professors and naïfs only, have now become one of the leading institutions of a great change in the understanding of constitutional democratic legitimacy. In this article, the need for clear recognition of the constitutional status of independent administrative authorities has been defended with two arguments from the perspective of the constitutional democratic legitimacy of these authorities and their independent working capacity. First of all, it has been shown, from the perspective of constitutional democratic legitimacy, that the scope and limits of the independence and competence of the independent administrative authorities should be clearly determined in the constitution, which is the basic norm that rules how and by which forces national sovereignty is to be used. Subsequently, it has been revealed that independent administrative authorities can only work independently if they have constitutional backing.
