Devam eden ya da savunulmuş yüksek lisans ve doktora tezlerinden üretilmiş makaleler ve herhangi bir kongrede sunulmuş (özeti yayımlanmış ya da yayımlanmamış) bildirilerin genişletilmesiyle hazırlanan makaleler kabul edilmemekte ve değerlendirmeye alınmamaktadır. Derginin biçimsel yazım kurallarına uymayan makaleler editöryal incelemeye alınmadan geri çevrilir.

Local Government Reform in the Ottoman and Russian Empires During the 19th Century: A Comparative Analysis of the Zemstvo Law and the 1864 Vilayet Nizamnamesi

The 19th century modernization process of the Ottoman and Russian Empires initiated a comprehensive reform movement in both states. As a result of the Crimean War that broke out in the middle of the 19th century, making administrative arrangements to ensure economic prosperity became the primary target in the both empires, which were afraid of the pressure and intervention of European states. Thus, in the 19th century, in the Ottoman and Russian Empires, a number of administrative arrangements were made in local governments within the framework of effective management. On one hand, they adopted the understanding of expanding the activity and jurisdiction of their local administrations, on the other hand, the both empires aimed to strengthen the central government. This study aims to reveal the local government reform brought to the provincial organization by the 1864 Vilayet Nizamnamesi in the Ottoman Empire and the 1864 Zemstvo Law in the Russian Empire and to make a comparative analysis of both regula-tions in terms of historical background, content, scope and effectiveness.

Historical Origins of Political Polarization in Turkey/Collective Memory

This study will analyze the historical origins of the phenomenon of political polarization, which has been on the agenda recently in Turkey. While it is currently con-sidered as an increasing and a given situation in Turkey, the reasons for this phenomenon are sought in current political debates without analyzing the basic-structural causes. In most cases, consequences are considered as causes. In this context, how to explain the current high polarization level, it is an important issue to how to reveal the reasons and justifications? While the current literature explains the issue with the attitudes of political actors/elite or biased and biased news/information flow etc., it subordinates the ideological, cognitive and emotional background on which all this is based. While the international literature on political polarization includes notable explanations and analyzes of the ideological, cognitive and emotional background in political polarization, in the context of Turkey, these issues are not sufficiently taken into account. There are observations that suggest that this situation has different ideological, political, sociological and aca-demic reasons. Considering this deficiency in the context of Turkey, the study aims to contribute to the literature by focusing on the historical origins on which ideological, cognitive and emotional elements of political polarization are based.

Evaluation of Administrative Capacity in the Public Administration from the Perspective of E-Participation

The studies on administrative capacity in public administration have progres-sively been increasing. The administrative capacity has a significant role in the efficient and effective implementation of public policies. It is acknowledged in the literature that the administrative capacity is an umbrella concept that includes several components. In this regard, evaluating the administrative capacity initially requires setting apart its components. One of the most important components of the administrative capacity is electronic participation (e-participation), which has become important in the recent years. E-participation that is regarded as public participation in processes of policy making, implementation, and delivery of public services of administration via information and communication technologies has significant benefits in improving the administrative ca-pacity. The aim of this study is to analyze the potential benefits of electronic participation that has widely been employed in governments in the recent years for the administrative capacity. The study finds that e-participation contributes to the administrative capacity at the democratic level by strengthening of legality of the administration, providing trust for the administration, ensuring accountable and transparent administration and also at the economic and administrative level by using resources appropriately and accurately, storing current and new information with low cost, carrying out public services and pol-icies rapidly with high quality and low cost, and improving qualities of leadership.

The Changing Norms of the Bureaucracy of the Turkish Ministry of Foreign Affairs: Legal Background of Non-Career Ambassador Appointments

Since foundation of the Republic of Turkey, ‘ambassador’ has always been an important and valuable title and duty. In order to maximize the impact and contribution of ambassadorship to Turkish Foreign Policy, a career regime based on expertise and merit has been developed in accordance with the international relations system and international diplomacy law. The rank of ambassador, which is the highest level in the career of diplomacy, and designed as a profession for the members of the Ministry of Foreign Affairs, is also seen as an exceptional civil service post, and the non-career ambassador was used as an exceptional practice in accordance with the meaning of the concept of ‘exception’. However, during the AK Party government, this exceptional prac-tice increased numerically and more than 50 non-career ambassadors were appointed within the last 10 years. This political choice of the Government, has had a significant impact on the Turkish Foreign Affairs Bureaucracy, and required amendments in the rel-evant legislation. During this period, some of them were amended multiple times. This study explores the legal background regarding the appointment system of non-career ambassadors and especially the legal changes made in recent years. Accordingly, this paper not only makes a review on legal background, but also discusses the relationship between legal transformation and the historical and political conditions.
