The concept of bureaucracy, which is one of the factors of the state, and the business processes that take place under bureaucracy have gained a different dimension with the development of internet and information technologies today. In this context, both in the literature and in the applications developed by the state, some conceptual dilemmas have been encountered and the concepts have been used interchangeably. Within the scope of this study, which aims to reveal the misconception in the use of the concept of egovernment, first of all, the definitions and elements of the concepts that do not take the 'e' prefix are mentioned, and it is pointed out whether the aforementioned concepts retain their original meanings and functions after taking the 'e' prefix. In particular, the concept of e-government has been discussed and it has been tried to express the suitability of this concept to express the state of realizing all business and processes of the state in electronic environment as bureaucratic processes. Within the scope of the study, researches containing the words bureaucracy and digitalization were taken from the Scopus database and subjected to bibliometric analysis. Based on the findings, it was concluded that digitalized bureaucracy activities are mostly involved in e-government studies. Considering the processes currently involved in the e-government application, the necessity of expressing this concept more accurately has been mentioned and various suggestions have been made.

The Practice of Rural Neighborhood-Rural Settlement in Metropolitan Municipalities and A Model Proposal

As of 2014, villages in the provinces where metropolitan municipalities ruled in Turkey have been transformed into the status of neighborhood administration and the practice of providing services to rural settlements has been started by municipalities. Significant exceptions and exemptions had to be granted for five years in order to protect rural dwellers against local obligations. However, after the mentioned period, it was understood that the citizens living in rural settlements could not adapt to this administrative model economically. For this reason, the practice of making the discounts and exemptions granted to citizens living in rural settlements has been made indefinite. However, it has been seen that the criteria in the regulation regarding the determination of an administrative area as a rural neighborhood or a rural settlement are not sufficient and contain a subjective nature, and it has been understood that urban dwellers can also benefit from these rights, especially in places where rural and urban settled areas are integrated. Thus, in order to protect rural settlements, to benefit from the rights granted only to rural dwellers, and to sustain the financial structures and service quality of the administrations providing services to these places, it has become necessary to determine the content of the expression “and similar matters” in the relevant legislation, which gives discretion to the administrations, in an objective way. For this purpose, it is aimed to determine new criteria to protect the interests of rural life and service providers by conducting a field research within the framework of the sample of Mezitli district of Mersin, where urban and rural settled areas are integrated, and to present a model proposal within the scope of this study.

Religion and Ideology: Transformation of Turkish Nationalism from Republican Peasants' Nation Party to Nationalist Action Party

There had been important developments in the intellectual and political life of Turkey after the military coup on May 27, 1960. Right after the coup, while political parties were evolving to an idea-oriented structure, doctrine oriented political parties were being established. In the political arena, Turkish nationalism was represented by the Republican Peasants' Nation Party (Cumhuriyetçi Köylü Millet Partisi, CKMP) the leadership of which was carried by Alparslan Türkeş since 1965. Under the leadership of Alparslan Türkeş who was coming from the secular Turkist –Türkçü- tradition identified with the Kemalist stance of the military, CKMP transformed from being a secular Turkist nationalist party between 1965 and 1969 to a nationalist-conservative party. The name of the party was changed to Nationalist Action Party (Milliyetçi Hareket Partisi-MHP) while the party emblem was changed to the crescent to be reminiscent of Islam and Ottoman State. Among the motivations behind this transformation, apart from political pragmatism, anti-communism, the conservative tendencies of the youth entering the Party and the revisionist perspective of the Party's foreign policy played a role.

Measuring the Level of e-Participation Development in Public Policies: An Evaluation on the UN eParticipation Inde

Various methods have been employed to measure the level of development since the “eparticipation” concept emerged. The United Nations (UN) e-Participation Index (EPI) aims to figure out and to present citizens’ capacity and willingness to participate in public policy decision-making and the country’s social governance program. However, it analyzes only supply-side data while creating the e-participation index as others. Concordantly, there is a literature discussion that the index reveals only the level of e-participation supply, not the level of development. This study suggests that indicators of all factors affecting e-participation should be reconsidered. Hence, the study aims to test the validity level of EPI regarding eparticipation by analyzing the relationships between the factors affecting e-participation, which the UN did not consider in EPI, and to propose a well-grounded indexing. The study strives to produce a comprehensive analysis on equal and fair participation in Turkiye by combining various indexes frequently applied yet limitedly studied. The findings in this study, which subjected the secondary data to quantitative analysis, reveals that EPI’s explanatory level for eparticipation development is insufficient in all areas, notably democratic, legal, and human development.
