Devam eden ya da savunulmuş yüksek lisans ve doktora tezlerinden üretilmiş makaleler ve herhangi bir kongrede sunulmuş (özeti yayımlanmış ya da yayımlanmamış) bildirilerin genişletilmesiyle hazırlanan makaleler kabul edilmemekte ve değerlendirmeye alınmamaktadır. Derginin biçimsel yazım kurallarına uymayan makaleler editöryal incelemeye alınmadan geri çevrilir.

The Privacy Transformed by Digitalization in the Shadow of the State

While studies focusing on digitalization focus on the economic and social pos-itive aspects it creates, few studies examine its negative aspects. This study, like these few studies, focuses on the negativities of digitalization and raises the issue of privacy in the context of the transforming position and role of the state. Studies on privacy generally focus on the psychological and social conditions of individuals and the protection of the body. In this study, attention is drawn to the negative effects of privacy on personal in-formation/data level with digitalization. It is carried out based on the literature review in terms of explanatory type, theoretical in terms of purpose and research technique. The main thesis of the study is that in the digital age, privacy is lost against oneself, the envi-ronment, the state and capital. While this loss process is encouraged by the market, the state becomes a part of this relationship with its the new regulation and surveil-lance/control function transformed in the state. In the article, first of all, the concepts related to privacy are defined, the limits of privacy and its ideology are emphasized, and the developments affecting the loss of privacy are discussed. Although the subject has a wide spectrum ranging from political science to sociology, the main field of study of this study is public administration. The concept of privacy will be tried to be analyzed at the scale of the transforming public administration in terms of understanding, structure and function, and how and why technological developments erode privacy will be discussed.

The Relationship and Power Struggle between the Mayor and the Council since the Establishment of Municipalities

After the local elections on March 31, 2019, one of the most discussed issues in the public sphere has undoubtedly been the relationship between the mayor and the municipal council on the account of the fact that different political parties won mayoral office and make up the majority of the municipal council in some municipalities, espe-cially in some metropolitan cities. This has raised the question of which body is more effective or powerful in the municipal organization. Although a long time has passed since the local elections, the issue continues to be important and widely discussed, both in the public and in academia. However, only a limited number of studies have been conducted on this important subject. Therefore, this study focuses on the relationship and power struggle between the mayor and the municipal council and aims to analyze this relation-ship; the sharing of powers between them, their effects on each other, and the check and balance dynamics between the two in order to thereby determine which body has a greater impact on the municipal organization.

Temporary Protection as a Device for Political Realism in the Management of a Mass Influx: The Cases of EU and Turkey

States follow realistic policies that ensure the survival of their existence in the international power struggle. As the reflection of the same policy, the EU member states avoid granting international protection to those who fled their homelands in masses. As a device for such realistic policies, temporary protection is preferred because it provides rights that are more limited and less burdensome compared to international protection. There is no international convention defining temporary protection, and states resort to temporary protection practices as an urgent but realistic solution that prioritizes their own interests in the management of mass influxes. The EU adopted a Directive long the war ended to provide urgent temporary protection to those fleeing the war in Yugoslavia in 2001. Nevertheless, the member states have not enacted the Directive in any crisis so far. The protection provided in the case of a mass influx in the EU lacks a sys-tematic framework, but has a variable content in proportion to the capacity of the asylum system of the receiving member state. Some member states with fewer asylum-seekers have first granted temporary protection and eventually long-term residence or citizen-ship. However, Germany has only provided temporary protection, implemented assisted voluntary return programs, and carried out deportation procedures for those who did not consent to. On the other hand, maintaining the geographical limitation in receiving ref-ugees, Turkey has followed a refugee-oriented policy in quantitative and qualitative terms, while taking Syrians, the number of whom is beyond its capacity under temporary protection.

Aleksandr Prokhanov and the Politicization of Art in Post-Soviet Russia

Immediately in the aftermath of the collapse of the Soviet Union, a rupture between art and politics occurred in Russia which defined the literary aesthetics of the transitory era. The Russian journalist and novelist Aleksandr Prokhanov attributed this break between art and politics to liberal-oriented pursuits. He believes that this schism has harmed social thought and Russian culture, and he has tried to reformulate the rela-tionship between art and politics in a prescriptive and normative way, as was the typical understanding of art in the Soviet Union. Far from being a mainstream literary figure and ideologue in the early 1990s Prokhanov later argued that a new understanding of patriotism should be constructed. He espouses this idea through his novels -which are highly political, his articles in Zavtra -where he is the editor-in-chief and in his position at Izborski Club Forum -where he has been the manager since 2012. In sum, Prokhanov’s ideology has played a role in the establishment and institutionalization of post-Soviet Russian state. This study focuses on how political themes are developed in some of Prokhanov’s novels and non-fiction works.
